STANDARD CODE OF RULES FOR MINI SOCCER AND YOUTH FOOTBALL COMPETITIONS

Membership Rules

Min Soccer and Youth Futsal Handbook

The Standard Code of Rules Youth contained and developed by The Football Association are for Mini Soccer and Youth Football Competitions. Such Competitions may add Local Rules to the core of the Standard Code (which is mandatory), providing the additions are approved by the sanctioning Association and do not conflict with the mandatory Rules or any relevant principles and policies established by The FA. Guidance from the sanctioning Association should be sought in advance if there is any doubt as to the acceptability of additional Rules.

This Standard Code of Rules Youth is mandatory for all Mini Soccer and Youth Football Competitions. Mini Soccer and Youth Football Competitions seeking sanction must draft their Rules in conformity with the code putting them in the correctly numbered Rule and showing the standard heading. The mandatory element is printed in normal text and Local Rules elements are then listed within the standard headings.

18(A)(Aiii)Local Rule: Players to be eligible to play the first game of the season MUST be approved & registered by the League Registration Officer by the 1st of September. Any player whose registration has been submitted by the club after that date will not be processed until after the first games are played. After that date, the deadline for any new players to be registered is 8.pm on the Friday prior to the Sunday. A player will be deemed registered with his/her club when the player has been approved by the League Registration Officer & the player is on the Team Player ID Sheet. It is the responsibility of the team manager to print off his Team ID Sheet or show the opposing team manager on a mobile phone. Any player not shown on the ID sheet is not permitted to play. Any team not able to produce their Team ID sheet will be fined as per fine tariff.

18(F)(v)Local Rule: A player registered with the SJFL will not play more than one game in any one day including games &/or Competitions played on the same day outside the control of the SJFL.  Clubs within this League failing to comply will be liable to be fined as per Rule Tariff &/or otherwise penalized at the discretion of the Management Committee

18(J) A register containing the names of all Players registered for each Club, with the date of registration, shall be kept by the (Registrations) Secretary and shall be open to the inspection of an Officer of the Club at all Management Committee meetings or at other times mutually arranged. Registrations are valid for one Playing Season only.

PLAYING SEASON.  CONDITIONS OF PLAY, TIMES OF KICK-OFF.  POSTPONEMENTS.  SUBSTITUTES

20.(A) All Competition Matches shall be played in accordance with the Laws of the Game as determined by the International Football Association Board or, for Mini-Soccer, and 9v9 football, the Rules as set down by The FA.

Clubs must take all reasonable precautions to keep their Grounds in a playable condition. All Competition Matches shall be played on pitches deemed suitable by the Management Committee. If through any fault of the home Team a Competition Match has to be replayed, the Management Committee shall have power to order the venue to be changed.

The Management Committee shall have power to decide whether a pitch and/or facilities are suitable for Competition Matches and to order the Club concerned to play its Competition Matches on another ground.

Football Turf Pitches (3G) are allowed in this Competition provided they meet the required performance standards and are listed on the FA’s Register ofFootball Turf Pitches. All Football Turf Pitches used must be tested (by a FIFA accredited test institute) every three years and the results passed to The FA. The FA will give a decision on the suitability for use and add the pitch to the Register.

The home Club is also responsible for advising Participants of footwear requirements when confirming match arrangements in accordance with Rule 20(C).

All Competition Matches shall have a duration as set out below unless a shorter time is mutually arranged by the two Clubs in consultation with the refereeprior to the commencement of the Competition Match, and in any event shall be of equal halves.

Competition Matches should be played in accordance with the Laws appropriate to the relevant age group, as laid down by The FA, as detailed below.

For round robin/trophy events, the maximum duration of play per half cannot be exceeded, but the minimum duration of play per half may be adjusted.

For trophy events, the Competition may award mementos.

The times of kick-off shall be fixed at the AGM and can only be altered by the mutual consent of the two competing Clubs prior to the scheduled date of the Competition Match with written notification given to the Competition at least 7 days prior.

Referees must order Competition Matches to commence at the appointed time and must report all late starts to the Competition.

The home Team must provide goal nets, corner flags and at least two footballs fit for play and the referee shall make a report to the Competition if thefootballs are unsuitable. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

(Ai) Local Rule Kick off Times: No games must start before 10am or after 3pm. All U13 games shall kick off at 10.30am, U14 games shall kick off at 12.30pm & U15/U16 games shall kick off at 2.pm unless the league is notified in writing giving 28 days’ notice to the Referees Appointment Secretary. See Rule 23.

(Aii) Local Rule Development Football Leagues: The league will provide Development Football for U7, U8, U9, U10 in mini soccer formats & 9 v 9 football at U11 & U12. All age groups will not play for points & NO results or tables/rankings published.

(Aiii) Local Rule for Mini Soccer –U7/U8 Age Groups duration of each game: 4 x 10 minutes. U9 / U10/U11 Age Groups duration of each game 4 x 15 minutes. U12 Age Groups duration of each game 2 x 30 minutes.

(Aiii) Under Law 3 – FA Youth Review for U7 -U10 Age Groups only. Power Play – If a team goes 4 goals ahead, the other team may field an extra player until the goal difference is reduced by 3 goals.

20(B) The minimum number of Players that will constitute a Team for a Competition Match is as follows:

23 (E) Subject to any limits/provisions laid down by the Sanctioning Authority, Match Officials appointed under this Rule shall be paid a match fee in accordance with the Fees Tariff and travel expenses of [0 ] per mile / or inclusive of travel expenses.

Match Officials will be paid their fees and/or expenses by the home Club before/immediately after the Competition Match, unless otherwise ordered by theManagement Committee. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

23 (M) Local Rule. Referee Fees: U7 – U10 fee is £10. U11-U12 fee is £15. U13-U14 fee is £20. U15-U16 fee is £27.50.

23 (N) Local Rule: The referee shall submit a report form, supplied by the Competition, giving the result of the Competition Match, the number of players in each team & the time of kick-off to the Referee Appointment Secretary within 2 days of the Competition Match. For U13 – U16 Age Groups only.
