STANDARD CODE OF RULES FOR MINI SOCCER AND YOUTH FOOTBALL COMPETITIONS

Membership Rules

The Standard Code of Rules Youth contained and developed by The Football Association are for Mini Soccer and Youth Football Competitions. Such Competitions may add Local Rules to the core of the Standard Code (which is mandatory), providing the additions are approved by the sanctioning Association and do not conflict with the mandatory Rules or any relevant principles and policies established by The FA. Guidance from the sanctioning Association should be sought in advance if there is any doubt as to the acceptability of additional Rules.

This Standard Code of Rules Youth is mandatory for all Mini Soccer and Youth Football Competitions. Mini Soccer and Youth Football Competitions seeking sanction must draft their Rules in conformity with the code putting them in the correctly numbered Rule and showing the standard heading. The mandatory element is printed in normal text and Local Rules elements are then listed within the standard headings.

Rule 8.(J)  A Club shall keep a list of the Players it registers and a record of the games in which they have played, and shall produce such records upon demand by the Management Committee.

8(F) (iv) Local Rule A player registered with this league will not play in more than one game in any one day including games and/or Competitions played on the same day outside the control of the Shropshire Junior Football League. Clubs within this League failing to comply will be liable to be fined as per rule tariff (8.(F)) and/or otherwise penalised at the discretion of the Management Committee.

8(T) Local Rule Team officials must ensure that the team ID sheets are available at all matches for inspection by the opposition prior to the match commencing. Any player not on the sheet cannot take part in the match. Teams failing to produce the team ID sheet on match days will be fined as per rule tariff (8.(G)(ii) and/or 8.(M)(i) and any further breaches by the team will be dealt with at the discretion of the Management Committee. The Management Committee reserve the right to inspect on request the aforementioned forms at any time.

PLAYING SEASON.  CONDITIONS OF PLAY, TIMES OF KICK-OFF.  POSTPONEMENTS.  SUBSTITUTES

10. (A)   All Competition Matches shall be played in accordance with the Laws of the Game as determined by the International Football Association Board or, for Mini-Soccer, and 9v9 football, the Rules as set down by The FA.

Clubs must take all reasonable precautions to keep their Grounds in a playable condition. All Competition Matches shall be played on pitches deemed suitable by the Management Committee. If through any fault of the home Team a match has to be replayed, the Management Committee shall have power to order the venue to be changed.

The Management Committee shall have power to decide whether a pitch and/or facilities are suitable for matches in the Competition and to order the Club concerned to play its fixtures on another ground.

Football Turf Pitches are allowed in this Competition.  All Football Turf Pitches used must be on The FA’s Register of Football Turf Pitches and must be tested (by an accredited test institute) every 3 years and the results passed to The FA. The FA will give a decision on the suitability for use and add the pitch to the Register.

The home Club is also responsible for advising Participants of footwear requirements when confirming match arrangements in accordance with Rule 10(C).

All matches shall have a duration as set out below unless a shorter time is mutually arranged by the two Clubs in consultation with the referee prior to the commencement of the match, and in any event shall be of equal halves.

Matches should be played in accordance with the Laws appropriate to the relevant age group, as laid down by The FA, as detailed below:

10(A) (i) Local Rule Kick Off Times – No games must start before 10am or after 3pm. All U13 games shall kick off at 10.30am, U14 games shall kick off at 12.30pm & all U15/U16 games shall kick off at 2.pm unless the league is notified in writing giving 28 days’ notice to the Referees Appointment Secretary. (See Rule 13A (i) & (ii)).

10(A) (ii) Local Rule Development Leagues. The league will provide Development Football for U8, U9 & U10 in mini soccer formats and 9 v9 football at U11 & U12. All these age groups will NOT play for points and NO results or league table/rankings will be published (under FA regulations). Age groups U10, U11 & U12 will be eligible to enter trophy/festival cup competitions.

10(A) (iii) Local Rule Duration of Development Fixtures: For Mini Soccer. U8 Age Group duration of play for each game: 4 periods x 10 minutes. For U9 and U10 Age Groups duration of play for each Game: 4 periods x 15 minutes. For 9v9 football, U11 Age Group duration of play for each game: 4periods x 15mins. For 9v9 U12 Age Groups duration of play for each game: 2 halves x 30mins.

13(E) Subject to any limits/provisions laid down by the Sanctioning Association, Match Officials appointed under this Rule shall be paid their fees and expenses in accordance with the Fees Tariff. Match Officials will be paid their fees and/or expenses (expenses NOT applicable to SJFL) by the home Club unless otherwise ordered by the Management Committee. Failure to comply with this Rule will result in a fine (in accordance with the Fines Tariff).

(E)(i)Local rule: Subject to any limits/provisions laid down by the sanctioning Association, Match Officials appointed under this rule shall be entitled to the following match fees: For U8 to U10, matches fess shall be £10; for U11 & U12 matches, Referee £15, Assistant Referees £10; U13 to U15 matches, Referees £20, Assistant Referees £15; for U16 matches the fees will be Referee £25, Assistant Referee £20.  ALL fees are inclusive of travel expenses and any other permitted expenses actually incurred. The Home Club shall pay the Officials their fees and expenses (expenses NOT applicable to SJFL) before/immediately after the match. A full version can be downloaded for you to read by clicking on the link below:
